Master Plan Statement of Qualifications

Sampson County is soliciting statements of qualifications (“SOQs”) from firms for the design of an illustrative site Masterplan and supplemental design and engineering work for the Joe Britt Warren Business and Industrial Park.  The business and industrial park is 210 +- acres located in Newton Grove, NC, and adjacent to I-40 (Exit 341). 

Copies of the RFQ may be received by contacting Juanita Brewington by telephone at (910) 592-7181 x2256, by email at jbrewington@sampsonnc.com, or may be picked up at 406 County Complex Rd., Suite 120 (Building C), Clinton, NC 28328.  The RFQ is also posted on the County’s website at www.sampsonnc.com and on the North Carolina Department of Administration’s Historically Underutilized Business (“HUB”) website at https://ncadmin.nc.gov/businesses/historically-underutilized-businesses-hub.

The RFQ for Architectural and Engineering Services is due no later than 12:00 Noon on Wednesday, November 30, 2022.  SOQs should be in a sealed envelope marked “RFQ Architectural and Engineering Services Contract for Sampson County’s Joe Britt Warren Business and Industrial Park” and should be mailed to Sampson County, Attn: Juanita Brewington, 406 County Complex Road, Suite 120 (Building C), Clinton, NC 28328.  SOQs received after this date and time will not be considered.  Firms interested in submitting an SOQ should notify Juanita Brewington of their interest by 5:00 PM on Thursday, November 17, 2022 by mail or email in order to ensure that their firm is placed on a Notification of Interest list for distribution of possible addenda to the RFQ.  Addenda will only be sent to those firms that have submitted a Notification of Interest.

The projects described in the RFQ may be funded in whole or in part with federal funding.  The selected firm will be required to comply with all applicable federal, state, and local laws, regulations, executive orders, and the terms and conditions of any funding award.
